出入国在留管理庁は25日、技能実習を修了した外国人が異なる業種に転職できる特例を設けると発表した。
The Immigration Bureau announced on the 25th that foreigners who have completed technical internships will be provided with a special case where they can change jobs to different industries.

新型コロナウイルスの感染拡大の影響で帰国できない外国人を対象とし、雇用の継続を後押しする。
Targeting foreigners who cannot return to their home country due to the spread of the new corona virus, and support continuation of the employment.

雇用先が決まれば在留資格「特定活動」を付与し、日本で働き続けられるようにする。
Once the employer is decided, the status of residence “Designated Activity” will be granted.
To be able to continue working in Japan.

最長1年間の就労を認める。転職先は食品製造や建設、農業など人手不足の14業種が対象となる。
Allow to work up to 1 year. Jobs can be changed into 14 industries that lack manpower,
such as food manufacturing, construction, and agriculture.

技能実習の修了生などで帰国が困難な外国人は8月21日時点で約2万4000人いる。
As of August 21, there are about 24,000 foreigners who completed the trainee period and have difficulty returning to their home country.

大半は同じ業種で転職しているが、一部は就労先が見つかっていない
Most of them change jobs in the same industry,but some trainees could not find work.

異業種への転職を認め、働き口を確保しやすくする。
Allow to change jobs to different industries and make it easier to secure a job.

技能実習生は4月下旬から新型コロナの感染拡大を受けた特例で、実習中に解雇された場合のみ異業種への転職が可能となった。
